USPA NEWS - The coronavirus epidemic is advancing at high speed: worldwide, more than 167,414 people have been infected (81, 020 in China, 23, 980 in Italy, and 6,633 in France), and more than 6,507 have died (3,217 in China, 1811 in Italy, 148 in France). The criminal and civil emergency services of the courts, the incarceration in conditions worthy of detainees or the reception of minors entrusted to the judicial protection of youth must be able to be maintained in a framework which prevents the spread of the virus so much to with regard to the personnel as members of the public received or supported by the personnel under the authority of the Ministry of Justice. For several weeks, business continuity plans have been prepared within the ministry in order to allow the continuity of the public service of justice. JURISDICTIONS A COURTS WILLBE CLOSED AS OF MONDAY 16 MARCH EXCEPT HEARINGS OF THE JUVENILE JUDGE AND JUDGE OF LIBERTY------------------------------------------------------------------------------------------- As of Monday, March 16, 2020, business continuity plans will be activated in all jurisdictions to prevent the spread of the virus. Jurisdictions will therefore be closed except in the departments which will handle the processing of essential disputes (urgent criminal hearings, presentations before the investigating judge and the liberty and detention judge, hearings of the juvenile judge for emergencies, hotlines prosecution, emergency procedures before the civil judge, in particular for the eviction of a violent spouse“¦) . Heads of courts have been asked, as far as possible, to cancel the sitting sessions given the risk of contagion for jurors and the public. Trials may be postponed, within a reasonable time and within the time limits for pre-trial detention. The public reception services will be closed, as will the houses of justice and the law and access points to the law. The agents of these services will no longer receive an audience. They may, however, continue to be contacted by telephone to respond to emergency situations. Apart from essential litigation, all hearings will be postponed. Arrangements will be made to keep litigants and lawyers informed about these reports (posting, website or telephone message). In penal establishments, preventive measures will be reinforced. Activities in a confined environment (education, socio-cultural activities, sport) will be suspended. Walks and sports activities in the open air or in an unconfined space will be maintained with the necessary facilities. The same will apply to work and professional training in spaces allowing to respect the barrier measures. Special measures will be implemented for visits: visiting rooms limiting the number of visitors, limiting visits by children and vulnerable people). The activity in the placement services of the judicial protection of youth will be maintained with precautionary measures (suspension of collective activities outside establishments and close sanitary control of collective activities inside establishments).
